CONSTRUCTION IMPLEMENTATION + AVA (tender ¿ award ¿ accounting)

Teaching aims

In 14 lectures we analyze the methods and rules concerning the awarding of construction works and construction supervision (quality control).

The aim of the course is to obtain knowledge of the basis structures behind

1. the awarding of construction works: procurement procedures laid down in ÖN A 2050 and in BvergG: specifications for tenders, call for tenders, examination of tenders, awarding,

2. the quality control of works: site supervision,

3. scheduling and cost planning: network techniques, element costing.

Contents

1^st lecture: introduction to the contents and aims of the course, script, literature. Phases of planning and construction processes, scope of services of the respective stakeholders.

2^nd lecture: types of tenders according to BvergG and ÖN A 2050; overview: the tender procedure from specifications to awarding.

3^rd lecture: cost calculation: procedural and contractual provisions, norms and regulations (A 2050, A 2060, B 2110, B 2118, B 22xx und H 22xx, VOB, Standard-LB: LBH, ...).

4^th lecture: specifications ¿1¿: data structure according to ÖN A 2063, technical specifications, bill of quantities [BOQ], enclosed documents, constructional vs. functional description of services, examples.

5^th lecture: specifications ¿2¿: quantity calculation, norms on contracts for work (B 22xx und H 22xx), modes of accounting. Eligibility, selection and award criteria ¿ ¿best bid vs. lowest bid¿.

6^th lecture: tendering, data exchange according to ÖN A 2063, AVA programmes and application thereof.

7^th lecture: examination of tenders, determination of the best and the cheapest bidder, award, legal instances according to BvergG 2006.

8^th lecture: site supervision [ÖBA]: scope of tasks and risks, construction supervision, quality control.

9^th lecture: site supervision [ÖBA]: formal takeover, warranty, handling with construction defects, remedy of defects; sample letters.

10^th lecture: safety on construction sites ¿ BauKG: coordination of planning and on-site, SiGe-Plan, file for subsequent work.

11^th lecture: basics of the calculation of building costs (according to ÖN B 2061), K-sheets: K3, K4, K6, K7. Dealing with supplements, subsequent audit.

12^th lecture: basics of supplement, claim and anti-claim management, risks and insurances.

13^th lecture: scheduling: types of schedules, network techniques, examples.

14th lecture: cost calculation: cost planning (according to ÖNorm B 1801-1, DIN 276), element costing, examples.

Access to the test results is provided during consultation hours only: Fridays, 11:00 - 12:00.

Written exam, 1,5 hours.
