The aim of the course is to acquaint students with the brief history of European spatial planning, its strengths and certainly also its weaknesses and the prospects of it becoming a key element of EU policy.
Many EU policies concern disparities, e.g. regional policy, and the policy to promote Trans-European Networks (TENs). Could and, indeed, should, these policies be coordinated with a view to their impact on spatial development? Or is such co-ordination rather a matter for the Member States and/or regional administrations? So far, the European Union has no spatial planning mandate. For inspiration as to how to deal with planning under multi-level governance, we may look at examples of federal planning systems.
