LISA - Land Information System Austria

The availability of a homogenous land cover and land use (LC/LU) dataset for Austria is an indispensable public necessity, needed for political decisions, effective administration, successful corporate governance and personal usage of the citizens. In particular such geoinformation is required by departments of public administration at state and federal level for the interests of regional planning, forestry and agriculture, water management, natural hazard management, environmental and nature conservation for the periodic monitoring of changes. Detailed data on land cover are also required in the private sector in fields such as site planning, geomarketing to name but a few. The land cover data currently available in Austria do no longer meet these requirements either because of their low resolution or because of their heterogeneous topicality. In order to overcome the shortcomings of the existing LC/ LU data sets for regional, national as well as European management and reporting requirements, the project Land Information System Austria (LISA) is proposed. The objective of LISA is to achieve a consensus on a new Austrian land cover data base and to apply cutting edge science, innovative technology and to provide cost efficiency by combining satellite with high resolution in-situ data, to achieve economics of scale and sustainability of funding through a shared effort across different administration units. Through LISA existing and planned investments of public administration with regard to spatial data infrastructure will be synergistically used. Besides the benefits for the public administration LISA is a further important step to link national GMES activities in European projects and consolidate the leading role of Austrian providers in land monitoring. Furthermore, LISA will contribute significantly to an EU wide land monitoring combining GMES with national data and contribute to the creation of critical production capacity in Austria. The main results of the LISA ASAP 6 concept phase are a feasible, user community defined and technical and scientifically verified requirement catalogue, describing the individual classes from satellite and in situ data, the architecture and data model to be used. In addition a GIS enabled LISA prototype will be produced and be available over a web-based, standardized distribution system.
