Copernicus Land Monitoring Service High Resolution land cover characteristics for the 2015 reference year Lot 4: Wetness and water product

The main requirement of lot 4 is to generate a combined Wetness and Water product which will be a classified product of the occurrence of wet and water surfaces over the period 2009 to 2015. The product will be based on time-series optical high-resolution image data from the Copernicus space segment (Sentinel-2) and Contributing Missions (SPOT, IRS) as a primary source, complemented by multi-temporal (seasonal) Landsat data. In addition, this HRL will for the first time integrate SAR data from the Sentinel-1 satellite on a pan-European basis.
Due to the specific nature of the product, which will ingest a multitude of optical and SAR imagery over a prolonged time series of 7 years (2009-2015), the level of automation will be significantly higher than for other HRLs. This will be especially the case for the Wetness & Water Probability Index (WWPI), a product mainly dedicated to expert users. In addition, the main product will be a cleaned up product to be disseminated more widely, which will contain defined classes of permanent water, temporary water, permanent wet, temporary wet, and dry areas
Each HRL will be internally validated based on scientifically sound quality control procedures and taking into account the experiences made in GIO production (as far as applicable due to the modified concept), and outcomes are documented in product delivery reports.
