battery storage devices in combination with PV systems have been promoted and installed in
Austria and Germany. Investment subsidies and the desire of private households for energy
self-sufficiency are the main drivers for this trend, which will most likely increase further in the
future. The added value of these battery storage devices for the grid or the energy system is
currently low. Considering the subsidies from public authorities, it seems to be economically
feasible, to use these storage devices within a defined scope also for system- or grid relevant
applications. Especially the use of these storage devices to balance generation schedule
deviations within a balancing group or operators of fluctuating production facilities (e.g. wind
parks), is an economically promising application.
Goals and degree of innovation: The target of the planned project is to develop a concept for
a decentrally organized battery-storage-network, to enable the usage of publicly funded
battery storage devices (in combination with PV systems) for balancing generation schedule
deviations within balancing groups, as well as for other system- or grid relevant applications.
Beside an estimation of the potential of this application, possible impacts and reactions to the
balancing group, in particular to the generation schedule, will be evaluated. Furthermore,
technical, economical, legal and regulatory problems will be discussed and solutions
developed. Preparing for the planned implementation of such a battery-storage-network in a
follow-up project, varying decentral organized software systems (e.g. multi-agent systems)
will be evaluated, to minimize implementation and operation costs.
Expected Results: In the course of this project, the following questions will be answered:
- How high it the potential of such a battery-storage-network? Does an implementation
make sense from the macroeconomic perspective?
- What are the possible impacts and/or reactions on the balancing group, in particular on
the generation schedule? Are there ways to reduce such impacts and/or reactions?
- What are the limits for such external accesses to a privately owned battery storage
device? What are the impacts on the lifetime of the battery storage?
- What are the financial impacts on the owner of the battery storage device, due to
additional external usage? How high are the owner¿s acceptance and willingness to
allow external access? Is it necessary to offer additional incentives or subsidies?
- Which methods and software systems are most suitable for modelling and
implementing such a battery-storage-network cost-effectively?
- From today¿s perspective, which technical, social, legal and regulatory uncertainties
and barriers prevent the implementation of such a storage-network? How can these
barriers and uncertainties be overcome?
Based on these results, a concept for a decentrally organised battery-storage-network for
balancing generation schedule deviations with within balancing groups will be developed.
