The study ¿Evaluation of plastic flows and their management in Austria and Poland: Challenges and opportunities¿ is aimed at developing a method well-suited for evaluating existing waste management systems at national or regional level. In the first part of the project a comparative material flow analysis of plastics in Austria and Poland in year 2004 was conducted. Additionally the development of plastics management in Austria within the period 1994-2004 was evaluated. The current part of the study focuses on goal oriented evaluation method for waste management of plastics. The well-suited tool must be able to assess if the investigated system complies with the goals of the Waste Management Act: 1) protection of men and environment, 2) resources conservation, 3) aftercare-free landfills. First, requirements for a relevant goal-oriented evaluation method are identified and defined. Subsequently, basing on the analysis of the available tools, the appropriate method including evaluation criteria is developed. And finally, this method is applied to the results obtained in the first part of the study. The analysis concerns assessing i.e. rational and efficient use of resources, generating environmentally compatible emissions, and directing hazardous substances to appropriate sinks. The results obtained, concerning the current situation in plastics waste management in Austria and Poland, will serve as support for future decisions regarding sustainable plastic waste management system.
