Thinking in terms of different time horizons, probabilities and possibilities is an essential basis for the elaboration of spatial development concepts, and assessment of the spatial characteristics of the planning areas represents an indispensable starting point in this respect. It allows clear determination of conservation priorities and redevelopment priorities within the settlement area, placing questions of urban design in relation to issues of urban ecology. A clear methodology is required to ensure transparency of the planning considerations. Using a combined bottom-up and top-down approach, various development scenarios were elaborated for the key strategic spatial development areas of Ratzersdorf and St. Georgen, whose importance extends beyond the municipal boundaries of the provincial capital of St. Pölten.
