Policy Effect Navigator: A Map-based Tool for Effective and Equitable 15mC Policy Synthesis

The concept of 15mC is a vision for human livability, sustainability and mobility that transcends the decades-long norm of reinforcing car ownership and car-centric planning. Achieving this vision requires a wide range of new science, tools and processes, given the long-entrenched norms of the past. One critical component is the need for highly responsive and accessible indicators on the spatial potentiality of the 15mC with regard to interventions. However, a quantified assessment of system dynamics (including traveller behaviour response) has required highly detailed bespoke modelling on each specific city. Such long-term modelling often complicates both policy evaluation and public engagement. The proposed research extends the team’s emerging tools and data to develop a framework of responsive indicators to rapidly visualise the potentiality of achieving 15mC taking into account socio-demographics, transport network characteristics and spatial orientation. Specifically, a robust, model-agnostic indicator approach is proposed to evaluate accessibility, environmental, economic and equity impacts of car restriction and active/sustainable mobility measures by synthesising empirical and ex-ante evidence. An interactive web-based mapping tool will allow expert and non-expert users to combine and visualise the multiple outcomes of integrated policies. In addition, pilot studies will be developed to facilitate rapid policy tools in democratised planning processes.
