The „Otto-Wagner-Areal“ is a unique Art Nouveau jewel under monument protection, where the new university campus of the Central European University and student residences are to be built in the future. Prior to the settlement, the exploratory project "OttoWagner-ArealPlus" was carried out as part of the 6th call „Stadt der Zukunft“ ("City of the Future"). The results of this project showed that, with the appropriate know-how, it is possible to renovate the site to plus-energy standard and at the same time achieve a very high level of user comfort, even in compliance with monument protection requirements.

An implementation of the findings of the exploratory project "OttoWagner-ArealPlus" shall be carried out for the project area of the CEU Campus ("OWA+QUARTIER"). This concerns a gross floor area of about 102,000 m², which corresponds to about 62 % of the total site area (project area "OttoWagner-ArealPlus").

If a Plus-Energy refurbishment is carried out, the final energy demand for the "OWA+QUARTIER" area can be massively reduced: From 24.2 million kWh/a for a pure maintenance refurbishment up to 4.3 million kWh/a with district heating/district cooling or 1.9 million kWh/a with a heat pump system.

The aim of the project "OWA+QUARTIER" is to tap this potential in the best possible way and to implement an energy supply solution concerning heating, cooling and electrical energy for the area entirely based on renewable energy sources. The general concept requires an implementation-oriented development of model solutions for construction elements and the HVAC systems, which are to be agreed upon in close coordination with the „Bundesdenkmalamt“ (Federal Office for the Protection of Monuments).

First of all, pilot planning for five pavilions is to be carried out within the framework of the "OWA+QUARTIER" project and subsequently implemented in a demonstrative manner and evaluated for one of these pavilions (Pavilion 4).

The City of Vienna (via WSE Wiener Standortentwicklung GmbH and UIV Urban Innovation Vienna GmbH) is closely involved in the project. The lighthouse effect of this internationally visible project is very large: In addition to the special characteristics of the important Art Nouveau site, the network and the worldwide wide reach of the CEU and its students from all over the world should make the project an impulse for the achievement of climate neutrality in the building sector.
