Aim of course

The task of spatial planning is to reconcile environmental and resource protection concerns with economic and social land use requirements (inter alia housing; business and commerce; traffic and transport; utilities, services and amenities; leisure) with due consideration for the criterion of sustainability. SPATIAL PLANNING encompasses all planning activities and measures relating to the structuring and development of urban form and urban space, including the indoor and outdoor built environment; it is cross-cutting in orientation and brings different specialised fields (land use/zoning, open space, traffic and transport, infrastructure, etc.) together in an overall spatial context. The central instrument of local and urban planning is the LAND USE AND DEVELOPMENT PLAN, which provides the detailed basis for the specific building-related and other uses in a town/municipality. The aim of the practical work is to apply this central instrument of urban planning to a concrete project - a subdistrict (Kammgarn) of the municipality of Bad Völsau - thus preparing students for professional planning practice by conducting the project under "real-world" conditions. The draft land use and development plans thus produced are to meet the following requirements: - Sustainable urban development (which reconciles the social, economic and environmental demands, taking account of our responsibility towards future generations) - Ensuring living conditions that are as equal as possible - Protection and development of the natural bases of life - Development of a high-quality townscape and landscape

Subject of course

Students are trained to develop planning concepts that address and resolve complex problems. (Complex problems, in this context, are those incorporating numerous interconnected elements, where the goals to be achieved are often unclearly defined and the component objectives may be mutually contradicting; furthermore, there are no simple, ready-made, tried-and-tested problem-solving routines, nor is there a "single correct solution".) Course content in detail: Development/new construction or expansion of medium-density settlements (plot ratio approx. 1.0) incl. supplementary/follow-on facilities. Familiarisation with planning methodologies for surveying the status quo, analysis and synthesis, allowing analysis of the existing conditions and assessment and evaluation of the required planning measures. Development of thematic concepts (built development, open and green spaces, traffic and transport) on various scales and their amalgamation in a detailed design/master plan for the urban space. Representation of the design concepts thus developed in a structural mass model to show the structural/spatial effects of realisation.
