In Austria there are two major factors influencing the treatment of cooling appliances. On the one hand is the changing composition of cooling appliances arriving at the treatment facility because of the ban of Chlorofluorocarbons (CFCs) in the mid 90s. On the other hand the ordinance on Waste Prevention, Collection and Treatment of Waste Electrical and Electronic Equipment (WEEE ordinance) stipulates a minimum recycling rate of 75 % for cooling appliances. Two types of treatment practices for cooling appliances are identified. One treatment type aims at a maximum of materials recycling, the other one combines thermal recovery with materials recycling. The former does reach the mandatory recycling rate, whereas the latter does not fulfil the regulations of the WEEE ordinance. In this project material and energy balances are established for different treatment practices. The suitability of these practices for treating different types of cooling appliances is evaluated by selected indicators, which represent a measure for achieving the goals of waste management ¿resource conservation¿ and ¿environmental protection¿. The aim of this project is to develop scientific-technical basics for evaluating treatment practices for cooling appliances with respect to their goal orientation.
