ACRP - ReFlex - Assessing flexibility mechanisms for achieving the Austrian 2020 renewable energy targets

The European Union has set the target to increase the share of renewables at the gross final energy consumption at 20 per cent by 2020. This definition allows measures for energy efficiency to contribute to the target achievement. Austria¿s target is 34 % set within an EU internal effort sharing between member states. The effort sharing didn't take into account the availability of resource, therefore doesn't allow a cost efficient target achievement. Therefore the EU energy and climate package provides for three flexible target achievement mechanisms to enable a cost efficient target achievement: - Statistical transfer, whereby one Member state can agree with another member state the statistical transfer of a certain amount of energy coming form renewable sources from one state to the other; - Joint Projects between member states, whereby states can cooperate with other states regarding the production of renewable electricity, heating or cooling; - or the implementation of common RES support schemes. The concrete design of these mechanisms is still open. Aim of this project is to analyse to what extent Austria will meet its 34% target by increasing domestic energy efficiency, by increasing renewables domestically, or by making use of flexible RES mechanisms. The answer of this question includes next to cost also the macroeconomic and external effects of different policy options. In addition, the impacts, the design and the framework of these mechanism will be assessed, providing an important contribution to current European research. The research project will be accompanied by an international science advisory board. The results will be discuses with actors of the Austrian energy and climate policy.
