Balkan Geodetic Observing System - A Scientific Challenge for the Balkan countries

The geodetic community from the Balkan countries has progress significantly towards establishing an infrastructure for geodetic observations required for a wide range of scientific and practical applications in both region and on global scale. The scientific challenge ¿ of establishing GGOS - exceeds the capabilities of any one nation. An international collaboration and a coordinated approach are needed to maximize outcomes and cost effectiveness. The proposed project aims to strengthen the scientific co-operation between Austrian, Bulgarian, Bosnian and Herzegovina and Macedonian institutions to further partners¿ integration in the GGOS. The project will contribute to the regional implementation of GGOS and foster the process ¿The Global Geodetic Observing System: Meeting the requirements of a global society on a changing planet in 2020¿ by developing national and regional capacities for coordinating, using and sharing geodetic data and information. The participant countries are presented by their leading Institutes in the field of geodesy. The project approach will increase synergy between the partners, shared information value in the field of geodesy, and the level of science and technology used in the research and university institutions. The gained experience from the co-operation will motivate other Southeast European countries to contribute to this initiative. The objectives of the proposal include an evaluation of the possibility to extend the EUREF Permanent Network (EPN) in Southeast Europe, testing the models for space geodetic observations processing, and integration of the obtained results from previous geodetic studies for the regions of Central and Southeast Europe in an unified frame. Special interest will be paid to the existing global and regional geodetic networks, their spatial coverage and precision improvements in context of the future integration in the GGOS. The bilateral and multilateral information and space (mostly Global Positioning System - GPS) data will be exchanged in order to test different geodetic methodologies and models. Experience from existing geodetic databases will be used between participants to establish a common practice of data preparation, storing and processing, as well as a definition of rules for homogenizing datasets. A possibility of establishing a permanent Global Navigation Satellite System (GNSS) tracking network in the Southeast European region will be also discussed and an attention will be devoted specially to the permanent GPS networks. The research consortium plan to prepare two workshops, which will cover the top priorities of the GGOS in Europe. During the fulfillment of the work plan we will suggest a way for regional implementation of the GGOS in the Balkans for consideration by the responsible IAG institutions. All project results will become available to the scientific community by publications in international specialized journals and will be presented at geodetic meetings. A webpage will be developed, operated and supported in order to facilitate dissemination of information, project results and available data amongst the participants. The research consortium foresees to inform the public for this initiative and to disseminate the obtained results. The acquired skills, competences and knowledge will improve the scientific competitiveness in terms of research possibilities in a key IAG scientific policy. The project results will contribute to the geodetic strategy for development of Earth observation systems in Southeast Europe, which can clarify the urgency and extent of needed mitigation and promote adaptation to the consequences of climate change. The expected impact of the joint project is an effective collaboration among partners to successfully initiate activities in the 7FP - Theme 6: Environment (including climate change) and other European initiatives.
