Frameworks and Guidelines for Efficient Learning Facilities in Germany - Workshop Discussions

Moderated workshop-interviews with architects, principals, representatives of educational buildings authorities, construction services, educational ministries and other specialist institutions are carried out to determine practical experiences in using existing policy for educational buildings and to identify possible expectations of important innovations of such guidelines. The interviews serve the derivation of ideas for the development of the new reference system in addition to the analysis of experiences. Not only reception, interpretation and impacts of the guidelines will be reflected but also implicit aspects which not directly addressed in the policy, as well as informal rules, effects of policies and the relationship between intended and unintended effects. In Germany the policy for educational buildings is a country issue. Therefore several groups are going to be gathered ¿ the participants from a region or several states share a common space of experience. The four workshops are held in different locations (Stuttgart, Bremen, Magdeburg or Bernburg/Saale and Bonn) and also reflect different starting conditions and experiences. The aspects of existing policies have influenced the selection of the different sets. The differences will bring up different ideas for developing new terms of educational buildings and new strategies. Countries or city-states have specific traditions concerning educational buildings and way of reforming their policies. An area from former East-Germany and two areas from the western part of Germany have been selected. Since 1945 their political and educational history is very different, in particular between 1945 and 1990 the educational building history and the forms of participation developed in different ways.
