Austria's transport sector is facing an urgent need for action in the coming decades. Climate issues, effects of capacity overload on the one hand and insufficient capacity utilization on the other hand, demographic and social change, technological changes and opportunities as well as limited financial resources for public transport are pressing current challenges of transport policy. These aspects require both smart and tailor-made regional strategies. In particular, climate change and the achievement of the EU climate objectives up to the year 2040 demand a transformation of the Austrian transport system - in a short period of time. This transformation requires the implementation of an integrated policy combining regulatory and complementary efforts.
FLADEMO examines the feasibility of the planned nationwide guaranteed mobility service, the framework conditions required and to which effects a (gradual) implementation might lead. The broad scope and complexity of the interacting relevant topics (e.g. transport planning, technology, legislation or funding) follows the concept of an extensive integration and coordination of the various disciplines and different methodological approaches as well as the liason with relevant stakeholders including transport policy and administration.
The overarching objective of FLADEMO is on the development of a nationwide guaranteed mobility service framework for Austria. Is there a general definition of guaranteed mobility services? This key question leads the research activities in FLADEMO and is based on the following specific strategic objectives:
- Development of a guaranteed mobility service.
- Legal-dogmatic and -policy perspective to establish the guaranteed mobility service.
- Assessment of the transport and economic effects of the guaranteed mobility service.
- Policy recommendations and further R&D strategy.
