Development of Quality Assurance System in Higher Education

The project duration was April 15, 2002 - July 15, 2004. The project consortium included 6 partner institutions from Croatia and 8 partner institutions from the European Union. The project was approved and funded by the European Commission within the Tempus Programme. The project grantholder was Vienna University of Technology, Austria, the project co-ordinator was University of Zagreb, Croatia. The total project costs were 269204 Euro incl. the grant amount of 259854 Euro. Project objectives: - Development and implementation of a quality assurance system at Croatian universities. - Development of a Handbook on quality assurance system and quality management in higher education in Croatia. Project outcomes: - The Croatian partner universities developed and implemented quality assurance systems. The extent of the quality management systems implemented at the Croatian partner universities was different at each university. The leaders were University of Zagreb and University of Rijeka, where advanced systems for quality management have been implemented. University of Split and University of Osijek have adopted a strategy for quality management and carried out the basic steps for the implementation of such systems. - The Croatian partner universities have been provided with modern equipment (computers, optical readers, copy machines, fax machines, etc) as well as with expert literature. - The know-how and experience gained during the project have been published in the Handbook on Implementation of a Quality Management System, as well as in the proceedings of three workshops and one video-conference organised within the project. - The Croatian academic community has offered to the Government the main concept of changes of the Law on Higher Education and Science. This concept has been regarded in the new Law on Higher Education and Science which was adopted by the Croatian Parliament in July 2004. - The establishment of a Croatian Agency to support the quality assurance at universities has been proposed to the Croatian government. This proposal was accepted and contributed to the establishment of the National Agency for Quality Assurance and Accreditation.
