The project will establish a procedure for assessing the noise performance of a given road surface in a representative and reproducible way. This will need to harmonise the different existing measurement methods by cross-correlating them and supplementing them with measurements of relevant physical characteristics like surface texture, and acoustic and mechanical impedance. The project will therefore refine and validate models relating the latter characteristics to noise. It is anticipated that some new measurement methods will have to be devised, and, where needed, existing methods will be improved. Certification procedures will be established for the measuring equipment. The procedures developed above will be of use for classification and labelling of specific techniques and materials and for conformity-of-production testing of new works. The project will investigate ¿ and test when needed - the durability of low-noise solutions by studying the available experimental data, making observations on existing low-noise road sections, developing and testing more durable materials in the laboratory and in developing innovative construction and maintenance techniques. To properly evaluate a low-noise surface versus other traffic noise abatement means, it will be necessary to develop a cost/benefit analysis procedure applicable to any specific, local traffic noise control measures taking into account various aspects of sustainability like safety, pollution, mobility and durability. The results of the above effort will be used to produce the "European Guidance Manual on the Utilisation of Low-Noise Road Surfacings".
