EMOGES - Monitoring of Hazardous Transports

Experience with large-scale accidents in road tunnels in the past years (e.g. Tauern tunnel, Mont Blanc tunnel 1999) have confirmed the weak points in management of dangerous goods transports and the high risk related to these transports on the critical sections of the Trans European Road Network. Especially in regions with high traffic density, at critical bottlenecks, in ecologically sensitive areas, and, most of all, in tunnels dangerous goods transports are representing an extremely high security risk. Since the functionality of conventional and future satellite navigation systems cannot be guaranteed on all sections of the Austrian high-ranking road network (e.g. in tunnel shadings) it is necessary to use complementary technologies for these areas, to provide for a seamless monitoring system of dangerous goods on the whole road infrastructure.Therefore the goals of the activities in the framework of the presented project were * drafting of system parameters for the use of positioning technologies and communication technologies in Dangerous Goods Monitoring Systems (DGMS) * an evaluation of new and traditional positioning procedures for the application in DGMS in especially critical areas * definition of ¿handshake¿ ¿ procedures in the transition of positioning between the interurban area and the tunnel section * to demonstrate the benefit and the usability of new positioning procedures and to develop and strengthen the acceptance of new technologies * a microeconomic evaluation of the operation of different positioning methods in DGMS
