Analyses of Endenergy Efficiency-Measures and development of adequate strategies for the selection of economic-efficient packages of measures

By January 2008 the EU-27 member states have to implement the EU directive 2006/23/EC concerning end use energy efficiency and energy services. From this date the member states have a schedule of 9 years to reduce their end energy demand by 9 %. According to the directive the member states have the right to select out of a variety of instruments to increase their end use energy efficiency. These instruments are explained along general lines in annex III of the directive. Additionally the first action plan for energy efficiency of the Republic of Austria contains a register of the numerous energy efficiency measures that Austria will accomplish or plans to accomplish in order to reach the saving target. The already ambitious objects of the directive 2006/32/EC are excelled by far through the demands of the ¿Action Plan for Energy Efficiency¿ of the European Commission, which claims a reduction of end energy demand of 20 % till 2020. This paper also discusses packages of measures, which should contribute to reach the goals. A suitable strategy has to be developed out of the papers mentioned above with hundreds of single measures about how to reach the ambitious goals of the European Commission in an effective, cost-efficient and economic-supporting way. In the authors view therefore the following steps are required: I) Check of each single measure concerning its actual saving effect in kWh. II) Identification and analysis of the potentials for implementation of single measures. III) Identification of the cost-benefit ratio of the single measures. IV) Development of scenarios on how the saving goals can be reached under different strategies. V) Assessment of the single strategies concerning their economic effect. VI) Bipolar ranking of the strategies with regard to their energy saving effect respectively their impact on the business location Austria. The authors have developed a wide and general (nevertheless considering the directive 2006/32/EC not entire) assessment system for energy efficiency measures which has been successfully used in different projects. As a result of these projects the authors have an extensive database available containing energy efficiency measures which were implemented in Austria. For most of the more than 180 collected measures very precise information about circumstances, costumers¿ resonance as well as costs and estimated energy savings are available. Through the preliminary work performed by the authors and their experiences gained about the practical consequences or difficulties in dealing with energy efficiency measures the authors are in particular competent to perform a strategy development and assessment which is operational-oriented and close to reality.
