This course provides an introduction to modern concepts in system development and IT project planning with consideration for the requirements of federal procurement law. Students will be introduced to the basic concepts of national and European procurement law, learning to plan and understand IT projects and to partcipate on either side of the open competitive bidding process.
Classification and Structure of IT Projects. Methods for evaluating and specifying relevant norms and standards. Procedures for System Development: requirements, modeling, and optimization. Examples of multi-vendor integration Projects. Basic concepts of contract law: Contracts, Defects, Guarantees. Public procurement in accordance with Austrian Standard A2050. Licencing and accrediation of qualified bidders. Basic concepts of the European Public Procurement Directive. Austrian Federal Procurement Law, jurisdiction, and application. Technical specification, functional requirements vs descriptive specification. Contract award procedures, Participation in contract award procedure, selection of candidates, deadlines, award criteria, awarding of contract. Actual examples and decisions.
Test in writing at the end of the lecture. Should we find agreement on longer lectures or additional dates, the lecture will already finish in December.
