Learning outcomes

After successful completion of the course, students are able to address the central legal questions and problems relating to urban renewal in the context of climate change. They understand the challenges the city faces, especially in the area of existing buildings, in order to achieve the goals of climate neutrality; They capture the necessary transformation processes and the actors involved. You will learn in which legal environment these transformation processes have to take place and can discuss necessary adaptations to the legal regulations and lead a discussion about them. They understand what their role as spatial planners is in this process.

Subject of course

Using the example of the city of Vienna and starting from Wr. With the climate roadmap, we want to work together to identify the challenges the city of Vienna faces in order to achieve its self-imposed goals of climate neutrality by 2040. What measures should be taken in which sectors? To what extent is planning required for this? Are the existing urban planning and urban development instruments sufficient to be able to take the necessary measures? What can we learn from the gentle urban renewal in Vienna for the new challenges? What role can or will spatial planners play in this process?

Teaching methods

Input by teachers, brainstorming and clustering of questions and problems in the plenum. In-depth development of individual questions in small group work based on literature / political documents / legal bodies / jurisprudence and interviews with relevant (administrative) authorities. Presentation of the central results of the small group work, with a freely selectable presentation mode. Compiling the results of the small group work by creating a joint final product (format is still being discussed) that is intended to raise public awareness of the topic. On the basis of the end product, critical discourse with selected decision-makers and stakeholders.
