Learning outcomes

After successful completion of the course, students are able to address the central legal issues and problems of urban transformation in climate change. They understand the challenges of the city, especially in the area of building stock, in order to achieve the goals of climate neutrality; they grasp the necessary transformation processes and the actors involved. They learn in which legal environment these transformation processes have to take place and can address necessary adaptations of the legal regulations and lead a discourse on this.

Subject of course

What measures are to be taken in the building stock to achieve the goals of climate neutrality? To what extent are the targets set by policymakers at various levels (EU/federal/state/city) legally binding targets? Are the planning instruments provided by our legal system sufficient to create the necessary transformation in the existent building stock? What incentives or obligations does the political/legal system set so far to initiate action by the business community? What new legal requirements are currently being discussed? What can be learned from the experience of soft urban renewal in Vienna in the 1970s for the current challenges? What new approaches, ideas, planning methods, instruments, etc. are being discussed to initiate the necessary transformation processes? 

These questions will be worked through, analyzed and discussed together in the seminar on the basis of political documents, legal texts and practical examples. On this basis, we can subsequently critically question the legal framework and consider possibilities for a reorganization.

Teaching methods

Input from teachers, brainstorming and clustering of questions and issues in plenary. Deeper elaboration of individual issues in small group work based on literature / policy documents / legislation / case law and interviews with relevant (administrative) authorities. Presentation of the central results of the small group work, with freely selectable presentation mode. Compilation of the results of the small group work and creation of a joint final product (format to be discussed), with which the public is to be made aware of the topic. On the basis of the final product, critical discourse with selected decision-makers and stakeholders.
