After successful completion of the course, students are able to recognize how urban planning contracts are to be classified under civil and spatial planning law and what must be observed from a legal point of view. For which spatial planning goals they can be used and for which they are actually used in practice. The students also learn whether urban development contracts can be used as an instrument for climate and energy planning.
At the beginning of the seminar, the civil and spatial planning principles of the urban development contract are worked out. Then specific civil and regional planning law issues will be examined and discussed on the basis of the urban development contract "Heumarkt", which was concluded between the municipality of Vienna and private companies. At the end of the seminar, a role play will be used to discuss whether urban development contracts are a suitable instrument for achieving spatial planning, energy spatial planning and climate goals.
