After successful completion of the course, students are able to...
- to identify the current challenges, specific solutions or corresponding obstacles in dealing with areas marked as building land in Austria;
- to develop strategies and measures against hoarding of those areas;
- to differentiate between technically and practically possible or hardly feasible solutions for measures to mobilize building land;
- to provide discussion contributions on special topics such as vacancy management
In a kick-off workshop, the essential framework conditions as well as the instruments of building land mobilization are dealt with - with a focus on the following instruments: purchase of real estate, levies, temporary land use deterinations, options for expropriation, contract regulations, reallocation procedures etc.
As a result, students form small groups and each choose an instrument that they will deal with in more detail in the seminar with regard to the following aspects: goals, working mechanisms, possibilities and limits of application, possibilities for further development, recommendations. Particular value is placed on practical application examples of the individual measures.
In several workshops, each of which is initiated by a student input, the students discuss their experiences and assessments of the individual building land mobilizing instruments in larger groups.
The results of the individual groups are documented in final reports.
After an introduction, the topics that are particularly relevant for students are analyzed in small groups, and corresponding recommendations are worked out and presented.

No special previous knowledge is required. However, the course is recommended for students who have already completed P1, P2 and the lectures on land and regional planning law.
