Learning outcomes

After successful completion of the course, students are able to work independently in a problem-related and task-oriented way. They have deepened the methodological and instrumental knowledge acquired in the basic courses and gained skills in conceptual, strategic, integrated and application-oriented planning. They have become acquainted with the overall problem areas of a municipality and experienced the interaction of politics, decision-makers, planning, local needs and citizen motivation; in groups, they have independently devised a development concept including a mission statement and flagship projects as well as an implementation strategy. Their findings are presented in a clear, conclusive, graphically appealing and well-written way.

Subject of course

Imparting the full scope of municipal planning work and understanding the overall approach of development planning is the objective of Project 2. By working out a local development concept and the resulting zoning plan for a concrete project municipality the students are to be acquainted with the implementation of required approaches for solutions by means of a comprehensive problem analysis formulating clusters of objectives. A practice-oriented simulation of new planning situations and the repeated presentation of planning steps by the students are also covered.

Teaching methods

Recording and analysis – the spatial, constructional, economic, social, ecological and cultural conditions in specified fields are examined and the findings for each field are presented.

SWOT analysis/scenario development – based on strengths, weaknesses, opportunities and risk assessment, the groups develop, present and discuss scenarios.

Mission statement and flagship projects – the mission statement should distinguish what is important from what is urgent, highlight priorities and provide answers to open questions.

The iterative design process is accompanied by and supervised at design workshops and revision meetings.

Assessment is through submission of the reports on the analysis of the existing situation and the development concept and relevant plans as well as presentations and discussions in the plenary and in the municipality.
