Constitutional framework of spatial planning and land law; development of planning and land law; sources of law, concepts and objectives as well as regulatory system; relationship between nominal and functional planning law as well as the practical relevance of spatial planning as a "cross-sectional matter"; basic instruments of spatial planning and land use; aims, procedures, contents and legal effects of the zoning plan: Requirements for (development)plan changes, compensation provisions and ownership restrictions; measures to mobilise building land.v
