Subject of course

The interdisciplinary didactic project Kickstart Lienz Süd, carried out in the form of a draft, deals with the development of the potential of outdoor spaces in the Lienz Süd district, which is characterized by single-family houses. Equal value is placed on the planning process and on the planning, functional level. Lienz Süd is much better connected to the city center thanks to the underpass at the train station, which opened in 2021. The nearby railway line of the Pustertal/Drautalbahn as well as the regional bike path and the location directly on the Drau form further qualities of the location. A new train station was considered in the inner city development concept (ISEK4). The Lienz Süd stop makes the use of public transport more attractive and creates a regional network as well as a kind of light rail system. As part of a high-quality densification, mixed use is planned in order to increase the security of supply in the area and create job opportunities. The aim of the project/design is - based on existing analyzes and the inner city development concept - to design a functional concept for the district of Lienz-Süd. The basic considerations are further broken down to the district and down to the parcel - with the involvement of the population. The didactic goal of designing is to learn skills to discuss open space needs and the production of functional solutions for the future, shared open space in the district of Lienz Süd. The planning teams are interdisciplinary, which is why the course in the master's degree in spatial planning and architecture is offered as a focus course (PR) or small design. The teams have different focal points, which are discussed and developed together with the teachers and experts along various topics. A dense and compact winter semester awaits us, the jour fixe of the LVA is on Wednesday afternoon. The intensive workshop in Lienz in the first half of November (more detailed information will follow). Expected final presentation in January 2024 (online or in Vienna).

Hintergrund

Der Forschungsbereich Region und der Forschungsbereich Landschafsplanung waren am 2022 am Projekt ISEK4 im Südalpenraum beteiligt. ISEK4 ist ein länderübergreifendes Pilotprojekt zur Entwicklung eines neuen Planungsinstrumentes. Es behandelt zwei räumliche Realitäten, die – trotz offensichtlicher Notwendigkeit – im vorhandenen Planungsinstrumentarium selten im Zusammenhang betrachtet werden: die Innenstadt und die funktionale Region. Das Konzept ISEK4 nimmt in Ergänzung des klassischen ISEK-Ansatzes neben den vier Innenstädten (Bruneck, Hermagor-Pressegger See, Lienz und Spittal an der Drau) zusätzlich die regionale Symbiose als »zweite« Handlungsebene auf. Das Pilotprojekt basiert auf einem fachlich interdisziplinären Zugang und wurde gemeinsam mit den Steuerungsgruppen aus den Städten entwickelt.

Das Studierendeprojekt baut auf die Erkenntnisse des Projektes auf und dekliniert räumlich weiter auf den Stadtteil und die Parzelle. Die verbindende räumliche Ebene ist der Stadtteil Lienz-Süd, eines der Fokusgebiet von ISEK 4. Der thematische Schwerpunkt ist der Grün- und Freiraum, der integrierte Ansatz wird weitergedacht und die Bevölkerung in die Funktionen und Gestaltung des Raumes eingebunden.
