What is the best future for the Böse Beuge?

The condition of the municipality Persenbeug-Gottsdorf could be described as volatile, as a wavering, as an uncertain condition, especially concerning the future development of the municipality. First of all, this has to do with the fact that the municipality's "natural foundations" have been shaken by climate change. Persenbeug-Gottsdorf is located on a loop of the Danube (formerly supposedly called "Böse Beuge" in the vernacular) and large parts of the municipal area are located on alluvial land on the inside of the bend of the river. Due to the regulation of the Danube, the upstream Ypps-Persenbeug hydroelectric power plant and flood control measures, the natural river dynamics have been largely stopped. With the changing climatic conditions, the terrain that has been wrested from the river will once again be put into a volatile state, as it is questionable whether the standstill of the river dynamics can be secured in the long term. The outlook for future settlement development is also shaken: While it was previously clear that building land would have to be designated for the growing community in order to satisfy the demand for housing, especially in the form of single-family homes, this growth path is now in question in view of the rapid loss of productive land. It is also not clear where it will even be possible to build in the future, because not only does the Danube exceed its allotted boundaries, but the small torrents and ditches that flow through the municipal area can also expose the settlement area to the risk of flooding during the increasingly frequent heavy rain events. With regard to the development of traffic, it is also not possible to see where the journey is headed. The main road connecting the community is heavily polluted by car traffic and severely restricts the quality of life of the residents, who themselves are almost exclusively dependent on the car as a means of transport. Politically, at least at the federal level, a traffic turnaround is being strived for, which will result in profound changes for individual mobility behavior. For rural areas, however, there is a lack of clear perspectives for climate-friendly mobility without the car. Despite the politically aspired traffic transition, the railroad operation of the Donauuferbahn was discontinued by the province of Lower Austria and recently the rails in the municipal area were dismantled. For the station and the railroad track, subsequent uses are being sought. How should the municipality deal with the vacated railroad tracks? In which direction should the municipality develop its transport infrastructure and public spaces? Where and how should it build and live in the future in view of the volatile situation in the "Bösen Beuge"?

The task of the project is to create a vision for the community of Persenbeug-Gottsdorf for a development process until the year 2050. Several of the described future questions are to be addressed in the form of an integrated planning. The vision should cover the entire municipality as well as the relations to the region. Based on this, a development idea for concrete places and special topic areas in the area of the railroad station and the vacated railroad lines is to be developed.
