Context
In the urban reality of the 21st century, planning is increasingly understood as a dynamic development process in which normative objectives are replaced by strategic models for the design of competitive and sustainable urban structures. Thereby, a rapid dynamic between planned and unplanned phenomena can be observed, which are characterized by social and economic structural change, by deregulation as well as increasingly heterogeneous social milieus.
Focus
In the area of tension between planned and unplanned developments, the module "Development Control" deals with current and future challenges of urbanization processes on a global and local level. In addition to socio-demographic and economic developments as well as planning theory basics, the complex structures of agglomeration growth and the problems of shaping them are the main topics of discussion.
On the basis of project discussions, especially the processes of the emergence of urban developments and projects as well as the different interests of their actors are discussed. These contents are supported by a multidisciplinary composition of the lecturers.

The 4 following courses of the module are coordinated in content and organization with the parallel running design "Retrofit Vienna 2021" and the excursion to development control / Vienna. Mutual participation is recommended, but not obligatory.

At least since the findings of chaos theory in the 1970s, the unpredictability of complex systems of cities and regions has been well known. Based on practical examples, the new methods and tools of urban development management based on systems theory and originating from management sciences will be explained and applied. The focus in WS 2021/22 is on special topics of housing (housing first, Wiener Hof, co-living and many more).

"The informal city: interpretations, processes, actors*."
Central topics of the course are the examination of informal urbanization processes in an international context as a counterpart to targeted top-down development control.

Framework conditions and influencing factors for planning and controlling the development of urban regions are presented and discussed here from different and multidisciplinary perspectives.

Planning as a social process: Developing an understanding of the actors and relationship landscapes between politics, administration, experts, media, civil society; teaching tools for the analysis of social processes; overview of forms of intervention in social systems; exemplary application of tools of analysis and control.

The variety of methods (lecture series, exercises, seminars) is intended to ensure the transfer of basic knowledge as well as current issues. Furthermore, project discussions and group analyses of concrete examples are intended to establish a high level of practical relevance.
