Aim of course

Real life shows, that urban planners do not know much about intrests and decision making of private real estate developers. They abandon to procecute public intrests hoping to attract thereby private investors, even though from the point of view of private investors this is not necessary or not desirable. Urban planners abandon interventions in private property and other regulations not knowing, that these interventions and regulations are important preconditions for private investments. Beside that we regognize overregulations, useless buerocratic barriers, corruption, the lack pof urban planning etc.

And the other way riund: real estate developers often do not know enough of the overal development goals of urban planning how they could contribute to these targets without neglecting their business targets and how they endanger their own targets by negative externalities.

Consequently the course tries to bridge real estate and urban development

Students know and understand:
- real estate and urban development basics
- interdependencies between real estate and urban development

They know and understand basic theories, methods and tools to intervene inand steer real estate and urban development and apply these things.

Students act conscious in diffrent development situations and roles (situation specific decision making).

New framework conditions for urnban planning since the 80´s - globalisation and chaos theory
Steering urban development and public projects: cases Münster and Heidelberg; theory of the public goods, game theory
Public real estate and infrastructure development - cases from Darmstt, Heidelberg etc.
Public Private Partnership | lifecycle approach, principal-agent-theory

Examination modalities

For a vacant former indutrial site of 40.000 qm gross floor area, you develop either:

(a) a concept for the repositioning of the area or
(b) measures for the existing concept for the area | for the reuse and letting of the vacant area

With your contributions to the exercise, that will take plave on site (10th district in Vienna), you demonstrate, that you achieved the targets of the course.
