Aim of course

The programme examines urban issues in the "Kreta" district in Vienna Favoriten: What local actions and interventions influence life in this district? What planning strategies and architectural solutions support the implementation of cultural uses in the area? What re-uses for the existing Kempelenpark are sustainable?

The potentials of intermediate-use projects in the city as well as new redevelopment interventions in their context and with regard to their project duration are examined and discussed. The aim is the concrete examination together with the intermediate users of the Kempelenpark as well as the residents from the immediate surroundings.

As a current and meanwhile well-established intermediate use project, the Kempelenpark provides a broad spectrum for its immediate surroundings in the field of education, living and social interaction. The eastern station, as the oldest object on the premises as well as the still undeveloped property, is to provide space for cultural usages and neighbourly relations both temporarily during the intermediate usage phase as well as beyond this phase. In an on-site analysis phase, the need for cultural provision in the neighbourhood is to be ascertained. The framework programme drawn up is intended to build on on-site survey. Architectural solutions for various cultural uses that can guarantee a long-term upgrade for the residents of the Kreta district are called for.

Subject of course

Intermediate usage of vacant properties, speculative real estate, revival of the neighbourhood and hybrid uses for a multicultural society are the priority content of this term programme.

The project site is currently Vienna's largest intermediate-use project, the Kempelenpark, in the area of the former Siemens works from the 1980s in Vienna¿s tenth district. The premises comprise 60,000 m² floor space and consist mainly of office buildings; it is the location for refugee accommodation and student residences, the local administration for the tenth district, BFI and BIZ courses, artistic interventions as well as co-working offices for start-up founders. A copyshop, a community room and a carpenter's are also available. The Krempelenpark is surrounded by the main railway-station city development area, the dense, turn-of-the-19th-century perimeter block developments of the Kreta district, 1980s housing-association estates, railway tracks to the north and the A23 motorway and allotment garden to the east.

The work will take place in the premises at the Kempelenpark and in intensive discussion with the users. The on-site analysis as well as the surveying and documentation of urban space constitutes an essential basis for the design. This design will be developed on the basis of an analogue model and sketches. The projects are to be drawn up on various scales and using a specific intensification of the spatial design with light, forms, colour and material. Short construction tasks accompany the design process.

The main design work will take place as part of two workshops, so participation in these workshops is a precondition for participation in the design process. The project participants, the investor as well as the local administration of the tenth district will accompany the projects as guests.
